A boat and trailer belonging to relatives has been stored on my property for over two years. There is no indication of intent to remove the boat in the near or distant future. A lien sale is conducted when the owner of the vehicle incurs charges against it, ie a tow yard or mechanic. Since you have no contract, and no stated business policy of billing owners for storage, you cannot lien the property.
You can contact the DMV for the procedures to declare the property abandoned. It would require a few dollars for a records search, but that may be the only way. Keep in mind that CA is one of the most restrictive states when it comes to these things. So, it may be difficult, but that is the best place to start
