Now that most states have adopted a sales tax on the sale of private boats, are there any states that will not

It seems that the states have snuck one by us as almost all states have adopted a sales tax on sale of private boats due to (from what I have heard) the brokers have lobbied for it . Now all boat owners will have to either reduce their asking price and/or buyers will have to down size.|||There is still NO sales tax on anything in Oregon.
